Elements 9 failed to install  the application "Shared Technologies" and would not install the program.  What should i do to fix problem?

    The suggestions on this article did not seem to be relevant to my installation issue.  Do you have other suggestions?  I attempted all of the suggestions in the article and and I had no success in reinstalling the program.
