Elements 9, pen dosn't register

so i have photoshop elements 9 and i finally got a new laptop after all these years.  i got a 2-1 so that i could actualy draw things, however photoshop dosn't recognize the pen input at all. what do i need to do so that photoshop will start recognizing my pen?
