Elements 9 will not launch

I own 2 copies of Adobe Photoshop Elements 9 serial numbers [Serial numbers removed by moderator.  This is a public forum, not Adobe support and all who have access to the internet have access to your information] When I attempt
to launch Elements 9 a screen is displayed titled "Elements 9 Organizer Software License Agreement" that requires that I "accept" this license
agreement. When I click "accept" the programs still do not launch.

Are not these programs licensed in perpetuity?
