Export Layer with the same Background Layer - JPEG

Is there any way to export multiple files within one photoshop file that has different layers but the same background image?

Don't flatten the layers after you have created the different layers.Then, save as PSD file format, not JPEG. This will preserve the layer structure.

In a subsequent session you can delete/modify the layer(s) to suit.
