Give PS Elements II to someone to use

I have an old version on DVD of PS Elements II. Can I give it to someone to use?  If so, what would they need to do to use the old version - register, etc.? I now subscribe to the online versions of Photoshop and Lightroom so never Elements which is gathering dust on my shelf.
