Having error with the Filter Gallery

I was trying to change my photo into something different media but, using the filter gallery, It's has an pop up saying,  "The operation could not be completed. Not enough memory resources are available to complete this operation." This is an error on my Photoshop Elements 14.

What can I do to end this? Do I have to buy another up to date PE?

    What operating system are you using?

    If it's windows 10, then that's a known issue and can be fixed by editing the registry as explained in the following kb:
