How to remove these horizontal bands on my photos

I elected to select the old sky with the bands utilizing the magnetic lasso tool, then deleting same.

Next I replaced the sky and  added a few clouds in order to break up the large background.

I don't see any bands on the clothing.

Are you asking why the photo has the bands or how to remove them?  If the latter, I would suggest selecting the sky and painting it with a sky blue.  You can also use the clone tool and/or the healing brush tool to correct the bands across the skin and the clothing.  Here is a quick and dirty result:
