Image Resize Scale feature is Gray

I need to take an image from one file, place it on top of another, and resize it. I used to just paste, then go to "Image, resize, and then scale," but now, the scale feature is in gray lettering and I cannot use it. The only answer on the web page that seemed like it might be relevant said to reset all tools. I'm not sure if this is a tool or not, but in any case, I cannot find the button to reset tools. I'm in Adobe Elements 11.

    A=the image that you wish to select something from to place on another image

    B=the other image

    Try this:

    1. Open A and use one of the selection tools, e.g. lasso tool or selection brush, to select the object on A. You should see "marching ants" when the selection is complete.
    2. Go to Edit>copy to place the selection on the clipboard
    3. Open B and go to Edit>paste. The selected object will come in on a separate layer
    4. Activate the move tool, and resize the object with the corner handles of the bounding box.

    Restore default preferences

    Preference settings control how Photoshop Elements Editor displays images, cursors, and transparencies, saves files, uses plug‑ins and scratch disks, and so on. If the application exhibits unexpected behavior, the preferences file could be damaged. You can restore all preferences to their defaults.

    Note: Deleting the preferences file is an action that cannot be undone.

    Do one of the following:

    • Press and hold Alt+Control+Shift (Mac: Option+Command+Shift) immediately after Photoshop Elements begins launching. Click Yes to delete the Adobe Photoshop Elements settings file.
    • Go to Edit > Preferences (Mac: Photoshop Elements > Preferences > General), click the Reset Preferences on next launch button, and then click OK. When you restart Adobe Photoshop Elements, all preferences are reset to default settings.

    A new preferences file is created the next time you start Photoshop Elements Editor. For information on a specific preference option, search for the preference name in Help.

    Thank you for the suggestion, but this didn't fix the problem. I can tell it went to my default settings, but "Scale" is still in gray.
