Install Photoshop Elements on a 2nd PC without serial number

Question

I have installed on my PC (Windows10) Photoshop Elements 11. It came preinstalled with the PC from the manufacturer (HP), and therefore I do not have a serial number or key.

I now have another PC and want to use the program on it. I know that I am allowed to install it on 2 PC's.

How can I install it on my new PC without a serial number?
