Insufficent memory (RAM) error message elements 18

Hi I have just purchased Elements 2018, downloaded it on to my PC but will not run.

I open it up download an image try and complete some simple enhancements i.e. crop, adjust sharpness etc, but every time an error message appears saying "insufficient Memory (RAM)" or the programme closes.

I have upgraded the RAM to the minimum requirements, 4gb, but still it is unable to complete any tasks showing the error message or closing down the programme.

I have paid £70 for this from Amazon, attending a 10 week class and I can not use it Why?

My PC runs Windows 10 64bit again minimum requirements I have tried reinstalling it, but still not working.
