Is PSE 2020 an update as presented, or a new version?

I opened my 2019 PSE and was prompted to update. I did. When I open PSE I am presented with a "Start your free trial" or "Buy Now" options.
Is this a glitch?
Updates are improvements to the end users existing software.
If I have to buy something, it's not an update. It's a new version and should state as such before I waste time downloading it.

Can you share a screenshot for the update screen that you saw?? Ideally PSE 2020 update is not supposed to be visible on PSE 2019. There could be an ECR/ACR update for E2019 but that too depends on the current version of ECR installed and if there is an update available over the version which is installed on your machine.

PSE 2020 is a new paid-for version. The next version after PSE 2019.

 

Adobe sometimers uses the term update when they mean paid-for upgrade.
