Issue with cropping

When I try to drag the curser in photoshop elements14 to crop a photo it will not let me do it. Nor can I create a bounding box to type text.

Reset the tool. To do that, look for a box with lines in on the tool's option bar, lower right. Click to reset.

If that does not fix it, reset preferences to default. Go to Edit>Preferences>General and reset on next launch.
