Issue with Photoshop elements 11 Photo editor

I use windows 10. I dont know if this means anything.

So when i open it up everything is fine, It comes up with a menu with Organisor and Photo editor like normal.

However, when i click photo editor, things go wrong. The photo editor loads up but incorrectly. The 'Quick' and 'Expert' and 1 more option that i cant remember (Maybe it was guided or something idk) are not there and there are just blank Buttons. When i click the menu options such as File or Edit Nothing appears but a blank dropdown, (Picture below) When i click where the options are meant to be, they still act as they should.

Another issue i have is that If i do manage to open an image, It dosnt actually show up and i cant do anything with it, (See Below) This is very annoying for me as i run a youtube channel where Photoshop is essential for things like thumbnails and editing. Please respond.
