jagged edges (stairstep effect on diagonal lines noted on image)

Hello all,  new to photoshop.  producing video in elements to help my patients learn one-handed dressing techniques.  Have a freeze frame of my subject holding a pair of patns with his right hand. In Premiere Elements the subjects right hand has a very jagged appearence.  I've watched many videos on using the refine selection brush (smooth selection) and the 'refine edge' tool.  Little luck with either. I've saved my changed image to a different file (for comparsion) to see if my changes have fixed my 'stairstep edges' but my before and after pics look the same.  I've been trying for a long time and hoping that someone can guide me in a better direction (or specify which tool i should use and what feature of the tool).  I've included the photo hoping that might help.  thank you

The entire right hand appears to be out of focus as I view it on screen, and the lighting is suboptimal.

I got it to look a little better with the Smudge tool using a small cursor.

Thank you very much for the reply.  I quickly added the smudge tool to my toolbox and can see how it smoothes and blends jagged edges.  I could see where it would be great for removing wrinkels in pic of a face.  And you very right about the lighting, it was pretty bad.  worth noting, i had found a post that mentioned using the 'Export and Share' option (of adobe photoshop elements 2020) to save an image. I  used the 1920 x 1080 and it produced an image free of the jagged edges. 

 

Earlier I had obtained the image (show above) by using the FreezeFrame tool and checking the checkbox that states 'Edit in Photoshop Elements after inserting'.  This produced a lot of jagged edges.
