Layers???

I have the program Adobe Photoshop Elements 14 and I can't get my layers bar to work. By luck and a lot of fiddling I got the background layer changed to layer 0 but I still cant merge with another layer or use anything in the layer's tab. Anyone got any ideas?

Plus I have no Eraser tool. So again anyone with any ideas?

    This video tutorial shows how to combine photos with graphics. It may be different to your exact needs but it does outline the principles of using layers.

    You should see the eraser tool when working in Expert mode.
