Locations [PSE18: Location tagging inconsistent and messy]

Why do photos taken in Clacton on Sea (as an example), when placed on the locations map  tag them with numerous locations, ie : Clacton on Sea, Colchester and just Essex.   Check this by placing three photos, one either side of the pier within quarter of a mile, and then one on the pier. They all come up with a different location description which make location tagging very messy and inconsistent.

I upgraded from Elements 12 to Elements 18 and although I am generally pleased with the update, the places tagging I find just so Frustrating
