logging in on an older version

When ever I try to log into adobe elements with elements version 9 I get : Photoshop.com services are currently unavailable. Please try again later or check your network connections. ERROR 400. does any one receive this same error

    Adobe took down photoshop.com years ago, so there is no where to log into, hence the error.
