I recently had a motherboard and had to install Photoshop elements on a new computer.  I copied over my photo library, but none of my tags came along.  I still have the original hard drive and can copy over files to my new computer.  Where do I find the tag file on the old hard drive?

The tags are stored only in the catalog by default. The only way to recover images and catalogs while keeping the links in the catalog is the backup and restore process.

    Move Elements Organizer catalog

In your situation, you should be able to find your catalog(s) on your old drive.

    Catalogs are folders.

Each catalog contains a file named 'catalog.pseXXdb, XX being the PSE version number.

Do a search for such catalog(s) folders and copy them to the new computer.

As explained above, the catalog(s) won't find your restored files since they are no longer on the same drive (even if the path is the same).

It may be possible to 'reconnect' all the missing files:

    Photoshop Elements (PSE) knowledge base.

However that may take a lot of time of efforts...

Copying the photos won’t work because the information is stored in the catalog.

It is preferable to use the Organizer backup & restore feature.
