OnCoreFoundation 10.dll is missing

Hello!

I just replaced my hard drive and installed Adobe Photoshop Elements 11.  Each time I start the program I get the popup error below, yet the program continues to start OK and seems to be running OK.  A reinstall did not fix the problem.  Would anyone know how I can keep this error message from popping up each time I start the program?  Thanks.

Error - The program can't start because ONCoreFoundation 10.dll is missing from your computer.  Try reinstalling the program to fix the problem.

    A Google search brings the following results:

    Most probably a plug-in requiring that dll was installed before you installed Elements 11.
