photo shop elements 11 not working

My photo shop elements 11 program changed screens on me and  it is unusable.  I unloaded and re installed the program but it goes back to the unusable screen. I have been using another program, but would like to get back to photo shop.  It also did this on another program that I have loaded at my church.  @
