Photoshop Elements 12 Editor is missing the Effects Panel

When I go to open the Effects there is nothing.  Then when I go to load the Effects there's nothing there as well.  Any idea how to fix this?

    I could not find either of those in my Adobe files.  I even did a search, and nothing.

    The ProgramData files are hidden by default.

    Most likely the content database needs to be reset.

    Go to

    C:\ProgramData\Adobe\Photoshop Elements\12.0

    and delete the

    ThumbDatabase.db3

    then go to

    C:\ProgramData\Adobe\Photoshop Elements\12.0\Locale\en_US

    and delete the

    MediaDatabase.db3

    Start the pse 12 editor and wait for the content/effects database to rebuild, which can take about 5 to 10 minutes.
