Photoshop Elements 14 can't upgrade - how to fix it ?

Windows 10 system. No problems with non-Adobe applications. Attempts to do an upgrade always error out. The reported code is U44M1I210

That code seems to be unrelated to the actual problem, whatever it is. Obviously I am not going to purchase Photoshop Elements 15 when the support for Photoshop Elements 14 is non-functional.
