Photoshop Elements 14 on two occasions has duplicated photos in Media

That's not enough info to understand your problem. You need to describe this in more details.

What we can guess is that:

- you have duplicates: do you know how you have imported them?

- You 'remove' from 'Media'; you can remove from the catalog, you can also remove from catalog and disk if you tick the corresponding checkbox.

- The photos can return, that is be imported again if you have set the 'Watched folders' option in the File menu to scan a list of folders. If you remove from catalog only, the files will be reimported if they are in a watched folder.
