Photoshop Elements 9

I have Photoshop Elements 9.  My account is current and I can log into my account but I'm unable to log into my PS Elements 9 app on my laptop.

Error messages 400 and OXC0000225  appear to be the problem.  Can anyone help me?  Thank you.
