Cannot open my Photo Elements 9 for the first time ever, anyone ever had this problem ?

I have a 2017 - 13" Macbook Pro OS-10.14.6, Mojave.

The reason pse 9 doesn't work with macOS Catalina is pse 9 is a 32 bit application and apple removed the ability to use 32 bit applications in macOS Catalina.

Sorry that you cannot load Photoshop Elements 9 on your MacBook Pro.

Photoshop Elements 9 is not compatible with macOS Mojave as it is an old application. See the system requirements here: https://helpx.adobe.com/photoshop-elements/system-requirements.html#Olderversions

Thanks for your info Akash, but I have been using PS Elements with Mojave for last 2 years

without any issues till now. How come it was not supposed to work but has worked fine all

of this time ?
