Photoshop Elements doesn't open for me anymore

Several weeks ago, my P.E. would not open..i.e. no icons on left side....nothing! But then a few days later, it worked just fine.

Now, for past 5 days, again, I try to open program, but I CAN NOT!! What is going on? I need this to work on a genealogy

project....HELP!!! (I have Windows 10)
