Photoshop Elements issues with 2/26/20 Windows update

I'm using Elements v13.1 (2015130.m.66724) x64
Windows version Windows 10 Home

              Installed  02/26/2020

             OS Build  18:363:657
This build causes Elements to misbehave where the workpiece will not scroll by touch and the scroll bars disappear.

Often, when exiting the touch keyboard, the Elements workspace does not refresh the area uncovered by the absent keyboard.
