Photoshop Elements version for 32-bit

I have been using Elements since it's first version.  Having moved to Windows 10 I wanted to upgrade.  As I understanding it, 32-bit I86 hardward is not supported beyond version 14.  Firstly, is that correct.  I installed version 14, followed the link to buy a product key, but now having done so I realise that despite the link being from the version 14 product, Adope has issued a version 18 key,  I've tried to contact Adobe via chat but have goven up on both occasions after 20 minutes of waiting.  Does anyone know if the chat lines are actually supported?  An suggestions on how I can proceed would be welcome.  I don't want to stop using the product, and anyway I've paid for a registration key!

    Adobe only sells the current version pse 2018. You will need to contact them for a refund. You may be able to purchase a pse14 key on-line from sites like Amazon, Costco etc. Get the disk version. There is no need to re-install.
