Photoshop elements wont run

I recently purchased a computer with Windows 10 already installed.  I purchased Adobe Photoshop elements  on a disc and installed it onto my computer.  While in the startup screen of elements I can only run organizer.  I have tried to run photoshop workspace while in organizer and it brings up the loading icon but never runs the program it does the same thing when I click on photoshop in the startup screen.  I have uninstalled and reinstalled Adobe and still no luck any suggestions would be so appreciated.
