Photoshop Essentials 14 Layer Issue

Have just reinstalled PSE 14 on my Windows 10 computer.  I am not able to "float" the pictures in the layer content.  Confused as to how to explain the issue other than to say when attempting to add a photo to an existing layer I can't because whenever I load a picture to the layer board it is automatically locked.  Hope someone has an answer.  (Perhaps I need to reinstall?)

    Thanks for posting in Adobe forums.

    I can understand you are facing issue with layers in Adobe Photoshop Elements.

    Could you please provide me the following information?

    - Are you using a Windows Machine or a Mac?

    - Have you updated Adobe Photoshop Elements yet?

    Could you please try the following steps:

    - Open Photoshop Elements

    - Click "Edit"

    - Click "Preferences"

    - Click "General"

    - Click " Reset preferences on the next launch"

    - Re-open the program & test Elements again.
