Picture Package Downsizing Picture Size

Good day.  I am using PSE 14.  I tried doing a search but still can't find my answer.  I am using the Picture Package to select the "Letter (4) 3.5x5" option.  The template where I can insert my pictures shows the four spots for the pictures, however the template seems to be un-centered and there is a margin on the right side of the page, and the two picture templates on the left size seem to be cut off as if they were a 3x5 picture because it cuts off my picture and you can clearly see it is smaller than the two templates on the right side.  I noticed this before when I tried printing the 4x6 photos as one of them was always cut off.  Does anyone know how to fix this?  I assume I wouldn't have to change paper sizes because it lists "letter" as the paper size option.  I tried to figure out a way to move the templates more to the right where there is a margin, but I can't figure out how to do that...is it possible?
