Premier elements will not work

I have photoshop and premier elements 12. I had an earlier version that I moved to this version.  It took me quite some time to find the pictures and rearrange to this version. I have taken this to two computer techs and they cannot help me to burn a DVD of the slideshow I made in photoshop.  It says that I need premier elements???  I can burn a cd only.  I also can not open premier elements.  I am afraid to uninstall and reinstall because of the problem I had with the earlier conversion.  How can I make this work.
