PSE 13 - Bug with JPG Images & White Background

When I reduce the image size for a document, some of the JPG file layers that had a transparent background now have a white background.  How do I prevent this from happening? I don't remember having a problem in previous versions of PSE.  Thanks!

That's not a bug.

The jpeg format does not support transparency.

Rather use PNG, TIFF or PSE formats to save with transparency.
