PSE 2018 download file is DMG

I just downloaded PSE 2018 to install on my new computer. It is a DMG file and nothing happens when I click and try to run it. I downloaded from the Adobe site. Their directions say to open the "installer file". The only file that came down was the PSE program file. I've tried downloading it twice and I get the same DMG file. what do I do now?

Apple did not maintain backward compatibility, so try this to install old programs

I have the same problem.
Nothing happens when you open the old version. Nothing happens when you download a new one.
Only Lightroom works.
The operating system is Catelina 10.15.2
