PSE 2018 won't open psd files

I am not able to open any PSD files that were created on a different computer. I get the "Could not complete your request because of a program error" message. I even tried opening other files that I have opened on my computer before and worked on and I get the same message. I used to have PSE 13 and was having this issue so I just upgraded to PSE 18, no change.

I have uninstalled the program and deleted everything and then reinstalled with no change.

Any thoughts would be helpful, I am not the most knowledgeable on PSE by the way.

    Do they open on the other computer?

    If so, with what application?

    Specifically the file that was just created for me on another computer was created in PS, saved as a .PSD file. It will not open on my computer in PSE 18. Also, all other .PSD files that I have used in the past on my computer will not open either.

    What operating system?

    Do the files open on another computer?

    Do backups open?

    How are you opening?
