PSE14 Uninstall failed [Was: Mr Angry]

I am unable to open my Photoshop Elements 14 suddenly. I have the serial number but I cannot uninstall it so I can reinstall. An error box keeps coming up "Uninstall Failed", I click on "Cleaner Tool" but it is nowhere to be found. As far as trying to find a phone number to try and speak to someone FORGET IT!!!!'

I am at a loss as to how I can get my Photoshop Elements 14 back....................
