PSElements levels histogram adjustment

I want to study B & W astronomical photos using a technique referenced in "Star Clusters" by  Archinal & Hynes only called "histogram equalization stretch."  Is this the same as the "layers > adjustment> grey channel> set shadow & highlight values" in PSE 5.0 (not up-to-date, I know)?
