Reinstallation of Photoshop & Premiere Elements 14 Won't Open

I recently replaced my Windows PC and had to reinstall Photoshop and Premiere Elements 14 on the new one.  I never had any problems with these programs on the old computer, but other than a couple of times, both refuse to startup on the new computer.  When I attempt to start either, the icon appears in the taskbar and C drive races without the program ever opening.  This continues until I go into Task Manager and kill the Adobe related processes.  I have reloaded Photoshop Elements with no change.  Can anyone help me understand what is going on and how to correct it.

    Hi larry,

    Can we follow the following steps:

    - Right click the icon of Elements

    - Click "Open File Location"

    - Right click main icon of Element & click "Properties"

    - Click "Compatibility Tab"

    - Under Compatibility Mode, Check "Run this program in compatibility mode for"

    - Select the latest version of Microsoft OS mentioned there.

    - Click "Apply"

    - Click "Security" tab

    - Click "Edit"

    - Click "Add"

    - Type "Everyone" inside "Enter the object names to select"

    - Click "Check Names"

    - Click "Ok"

    - Check "Allow" in all the permissions .

    - Click "Apply"

    - Click "Ok"

    - Open & test Elements.

    Dhananjay,

    Peru Bob sent a link to a Configuration Error Adobe webpage that said that

    permissions were not set correctly.

    Said to reset SLStore permissions

    note: Since the instructions were for SLStore, I renamed SLStore back to

    the way it was before doing the following (removed old)

    - for Administrators to Full (already set)

    - for System to Full (already set)

    - for Users to Read and Special Permissions (already set plus also set to

    read & execute & list folder contents)

    *- for "Replace all child object permission entries with inheritable

    permission entries from this object" to OK *

    Said to reset Adobe PCD permissions for Administrators to Full (already set)

    Since I removed the old from SLStore, I did that also to SLCache.

    I restarted the PC, tried both programs again and both worked.

    I will try both of them a few more times before saying the problem is

    solved, but it looks very positive at this point that MAYBE the last change

    listed for SLStore above (bold) .may have made the difference since all

    else was already set correctly.

    Hi larryp,

    Thanks for posting in Adobe forums.

    I understand you are facing issue while opening Elements 14.

    Could you please try the following steps:

    - Go to location

    C:\Program Files (x86)\Common Files\Adobe\

    - Rename "SLCache" to "SLCache.old"

    - Go to location

    C:\ProgramData\Adobe\

    -Rename "SLStore" to "SLStore.old"

    If inside C:\ you do not find "ProgramData" folder then it means it is hidden then to open it

    - Open "Run" command

    - Type %ProgramData%  inside Run command

    - Hit "Enter"

    Open Adobe Elements & give it some time to open (30 seconds approx)

    - It should ask you to activate the product

    - Sign in with your Adobe ID

    - Enter your serial number & activate the product

    I did as you directed. When I attempted to open Photoshop Elements 14, I

    got the following

    I then tried to open Premiere Elements 14 and got the same message.

    Hi larry,

    Can we try the following steps:

    - Open "Control Panel"

    - Open "Programs & Features"

    - Repair the following list of programs

    * Microsoft Visual C++ 2012 Redistributable (x64)

    * Microsoft Visual C++ 2012 Redistributable (x86)

    * Microsoft Visual C++ 2013 Redistributable (x64)

    * Microsoft Visual C++ 2013 Redistributable (x86)

    * Microsoft Visual C++ 2015 Redistributable (x64)

    * Microsoft Visual C++ 2015 Redistributable (x86)

    - Restart your machine & check Adobe Elements
