Revoked Serial Number

I downloaded and paid for Photoshop Elements 2018 in November, 2017.  I have an email from Adobe confirming that transaction.  The transaction is listed on my account site along with the products I have purchased in the past and also lists the serial number of the products I have purchased.  My computer hard drive crashed recently and I had to replace it.  When I tried to reload Photoshop Elements 2018 on my new hard drive, I was told the serial number had been revoked.  I have spent several hours trying to find out if the product I paid for can be reloaded and have had no success with forums, conversations with customer service (so-called), or any of the other suggestions from this company.  What gives?  PLEASE somebody tell me how I can overcome this discrepancy.
