Shrinking a 5 x 7

In PE, is there any way to "Shrink" a 5 x 7 or "Shrink up" a 4 x 6 and still retain 100% of the image without losing any edges?

If you change the aspect ratio, you are bound to lose something.

If you keep the aspect ratio (constrain proportions), you can Image > Resize without it being cropped.
