Sliders not working

I am on Photoshop Creative Cloud.

My sliders throughout the system are randomly not working. And, I do mean through out, from the tool bar to camera raw to brushes. You will click on them with your mouse they just flicker. Then you might be able to use the up/down arrows or you might be able to type in an actual number. About the time you are thoroughly frustrated, they go back to normal, only to return to not working.

Any ideas?

I have done all adobe updates, all windows updates, cleaned my scratch, checked my ram.......?
