Sun Spots on shirt

I am by no means an expert on using Photoshop Elements but I have been able to get by over the years. I took a recent photo on my IPhone Xs and the shirt has what I thought were sun spots. I have tried everything I know but cannot remove the spots.

Hopefully someone can give me an answer.

I suggest you use the Clone tool with a soft brush to clone adjacent good shirt over the sunspots.

Once you have cleaned up a section you can then use that section to clone more.

If the result looks a little blotchy from all the cloning, you can try smoothing out those portions with the Blur tool.

Also, do the cloning on a new blank layer so as to preserve the original picture in case you want to start over again.
