Tags did not properly transfer during back-up and restore

I reconnected all the photos and created a back-up to transfer my catalog of 55,000+ photos from Photoshop Elements 13 on a Windows 7 PC then restored it to my new Windows 10 PC running Photoshop Elements 2018. I selected restore original file hierarchy and I selected to import all existing tags.  Unfortunately, ALL my tags (keyword, people, places and events) saved in one tag named Imported Keyword Tags and ALL of my photos are no longer tagged. How do I restore my catalog with photos intact with all of their previously assigned tags?

I can follow you up to that step.

and I selected to import all existing tags.

There I don't see where you find that question/option? That option exists if you don't use the 'RESTORE' function of the organizer but it is present if you IMPORT files again in a new catalog.

You don't mention if you have agreed to 'convert' the old PSE13 catalog to the new PSE208 one. If you have not, use the catalog manager of PSE2018 organizer to convert. Anyway, I would try to convert it again (tick the box to show 'already converted catalogs' if necessary.)

The catalog does not show any tag for any files?

I don’t recall seeing a question asking me if I want to convert to 2018. I’ll doing the whole process again.
