Tool Bar Problem

The left side tool bar in the Expert section of Photoshop Photo Editor was wide enough for 2 icons on each line. Suddenly, it went to only 1 icon per line. Now I can't access some icons because they're down too far below the screen and I can't scroll down to them. How do I get the left side Expert section tool bar to be wider again so 2 iconsappear on each line? Thanks, community, for any help.
