Transfering Images Between Lightroom CC and Photoshop Elemenst 14

I have trying to transfer images between my Lightroom (LR) CC Version 2015.8 version and my Photoshop elements 14.  I am using the Edit in - Open as Layers in Photoshop... function in LR.  My Photoshop Elements 14 application opens in photo edit mode with Expert selected, but no images appear.  After a minute or so I get a message in LR, "The files could not be edited because Adobe Photoshop Elements Edit could bot be launched", when in fact it did.  I am attempting to stitch these two images together, which can only be done in Photoshop as I don't want to use the Panorama function in LR to do this.  Any help would be appreciated.  I am running a system with Windows 10 Pro.
