Trouble Filtering using tags

Running Elements 2020 on Win 10.

Have one catalog, one album & 4 folders.

Under each folder is a subfolder for each year with pictures.

If I try to filter for a tag it only applies to the current subfolder.

If I select the higher folder I still only get the current subfolder.

Can I filter tags on all the subfolders at once?

Yes.  Click on the All Media button.  Then, all media in your catalog will be visible and a tag filter will operate on all of your images, not just the folder selected in the My Folders panel.

Sorry, I read your question too quickly.  You cannot show all of the files in multiple sub-folders at one time.  If you only have 4 main folders, you could tag all of the images in the sub-folders with the name of the main folder.  You could then filter by that tag to show all of the photos in the sub-folders of the named main folder.  You could then filter by another tag.
