Unresponsive commands

Am I the only one who has an intermittent (very, very frequent) problem when clicking on an item from the top line (File  -  Edit  -  Find  -  View  -  Help) and get no drop-down menu nor any other response? If so, consider yourself lucky. If, however, you have a suggestion on dealing with this issue I would greatly appreciate hearing from you.
