upgrade from elements 13 to 18

Is there a way Adobe can offset the price of upgrade to elements 18 from previous versions as a purchase was already made to their products and to have to pay full price again is just not fair. I feel sort of abandonment from the company. Why is proof of purchase necessary if the program had a serial number and was paid for and also a gift.
