I am currently using Elements 2009. If I want to have a new version I have to choose the license upgrade or a completely new version.

Each versiom of the software is independent. The "upgrade" requires purchase. You may be offered a discount by Adobe as a repeat customer, but shop around as the price at Amazon or the box stores may be less. Both versions of the program can reside on your computer.

Suggest that you evaluate the program. There is a free 30-day trial for the current version.
