Why are my videos not playing?

I don't understand this.  I downloaded Elements 2018 because I wanted a better organizer for my photos and home videos.  The default windows 10 organizer worked very well, but I just wanted more info and options.  Now that I made the switch, I can see all my pics and videos just fine but when I try to play my videos they stammer and stutter or just flat out don't play at all.  How is this possible?  WMP plays them just fine.  How is it possible that Adobe Photoshop, with all their powerful advancements, can't field a player that can handle simple HD videos from an iPhone?  Am I doing something wrong here?  Any info helpful.  Thanks everyone.

    My videos are downloaded by the organizer as are photos, from Iphone BUT now they won't play.  Something called an HEVC codec is "missing" yet the "app" for that codec is on my computer and I can play the videos well from that. However, it makes the Organizer useless for videos!  I liked having both photos and videos organized in one location.  This stinks.  Microsoft was useless.  Adobe no better so far.

    This workaround may help. Select a video you want to play. If double-clicking on it does not allow you to play it smoothly or whatever, try the following. Select  the video, click on Information tab in the upper right part of the screen. Go to General, and then click on the word Location. This will open up a screen with the video icon highlighted, and you should be able to play it from there. Somewhat awkward, I know, but at least you can play it.
